The bitter truth is that for over 500 years, a system known as the „Cage of Saturn“ has been designed to gamble away your time and assets in dark rooms and international lodges. In this imposed game, politicians are merely actors in a repetitive theater, and you are not an empowered citizen, but a mere „number“ in the pockets of others.

Today, the time for the Great Awakening has arrived. We do not want you to „vote“ for anyone; for voting is the delegation of authority to intermediaries who have failed their tests time and again. We ask you to become „sovereign.“ In the Devanomic Manifesto and Constitution before you, the visionary image of „The Sky in Your Hands“ has been transformed into a practical roadmap. By relying on Article 1.1 (The Right of Self-Representation), we have eliminated intermediaries so that power rests directly in your hands. This is a different kind of invitation: „The Ruler is You.“

What follows is not merely a political text; it is your title deed to your own destiny. In this new system:

  • Fiat money is abolished, and real wealth returns to the table.

  • Secrecy is considered a crime, and everything becomes as transparent as a mirror.

  • The national budget is distributed directly based on the actual needs of the people (Article 20).

Awakening has a cost, but continuing the sleep of servitude will swallow your entire life. Read this Constitution and, with your signature, formalize the covenant to terminate slavery and begin the era of direct popular sovereignty. The new Iran is not a cage; it is a galaxy in your hands. Article 1: Fundamental Principles

  • Self-Representation: Every citizen has the inalienable right to act as their own representative and raise their issues directly in the decision-making process. This ensures every individual has the opportunity to express their views without a central authority suppressing or ignoring that voice.

  • Forms of Participation:

    1- Petitioning: Citizens may submit issues via a user-friendly online platform or in person.

    2- Confirmation and Scheduling: Upon submission, a meeting time is automatically communicated to the petitioner.
    3- Preparation and Proceeding: The petitioner prepares the subject with a team of experts; the petitioner always chairs the meeting as an independent representative of their concerns.
    4- Follow-up: Results are sent to authorities who must provide feedback within three days to three months.

  • Transparency and Accountability: Decision-makers face severe consequences, including removal from office and legal prosecution, if they neglect to take appropriate action or provide traceable explanations after proceedings are published.

  • The People’s Court: Serves as the highest authority for preserving the Constitution and civil rights, possessing binding decision-making power.

  • Transparency: All decisions are made publicly and traceably to strengthen institutional trust.

  • Sustainability: Priority is given to sustainable solutions that meet current needs without compromising future generations.

  • Inclusivity: All citizens, regardless of gender, race, or social status, have the right to participate.


Article 2: The Devanomic Structure

1- User-Friendly Platform: An efficient online platform allows citizens to voice and track issues.

2- Categorization of Social Issues: Issues are divided into 52 sectors, including:

    3. Specialized Ministries:
    For each of these societal areas, an independent specialized ministry is established, which is responsible for handling and managing the respective topics.

    4. Matrix Structure:
    To ensure transparency and efficiency of the entire administrative and executive structure, the Devanomic system is based on a matrix structure. This matrix forms a 52×52 network of societal interactions, defining the connections between all ministries. Each ministry has its own submatrix with 52 areas. The number of cells in the matrix network, i.e., the ministries, can be increased or decreased depending on the needs and requirements of society.

    5. Education and the Devanomic Educational Path

    Education in the Divanamik system is governed by an independent and specialized ministry that plans all educational levels in an experiential and living manner based on the 52×52 social matrix.

    Education begins in preschool in the form of play. Children become familiar with the fundamental concepts of the matrix through practical activities. In later stages, education becomes a tool for communication and problem-solving, and students experience the life matrix in a practical way.

    6. Protocol-Based Governance (Matrix Management):
    In all 2,704 cells of the social matrix, decision-making authority is removed from individual leaders and transferred to intelligent protocols and expert working groups:

    6.1 Absolute Compliance with the Constitution (Heavenly Charter):
    All protocols follow directly the immutable principles of the constitution. No decision in any cell is valid outside the fundamental rights established in the Heavenly Charter. Protocols are the executive arm of the constitution at all levels of society.

    6.2 Expert Committees (Expert Chambers):
    Each cell has an independent expert committee with at least 12 to 15 experts, overseeing the activities. When the workload increases, new committees are automatically established. The design and supervision of protocols are carried out exclusively by experts of the same area and are subject to the final oversight of the legislature. To prevent the accumulation of power, 50% of the members are replaced every 12 months.

    6.3 Automatic Conflict Resolution (Conflict Resolution):
    The protocols are equipped with a standard mechanism for conflict resolution, based on the hierarchy of constitutional values. In case of conflicts between areas, priority is automatically determined (Priority: biological sustainability and the dignity of humans and nature).

    Article 3: Rights and Duties of Citizens

    1. Rights of Citizens:

    (1) Every citizen has the right to express their concerns and participate in decision-making processes, including the right to submit proposals and take part in discussions.

    (2) Every citizen has the right to access information about decision-making processes and their outcomes, which must be provided clearly, understandably, and in a timely manner.

    2. Convening a People’s Court:

    (1) In the event of significant abuse of power or a threat to this constitution, citizens have the right to convene a People’s Court.

    (2) If a citizen feels that their rights have been violated despite the measures established in this constitution, they also have the right to convene a People’s Court to represent their concerns and request a review of the situation.

    (3) The People’s Court acts as the highest authority for safeguarding the constitution and citizens‘ rights and has the power to make binding decisions.

    (4) The convening is carried out by the affected citizens themselves or by a citizens’ initiative supported by a minimum number of supporters, e.g., 10% of the eligible voting population.

    (5) The proceedings of the People’s Court are public and transparent to ensure citizens’ trust in the process.

    (6) The results and decisions of the People’s Court are binding on the government and must be implemented within a defined timeframe.

    3. Duties of Citizens:

    (1) Responsible Freedom: Individual freedoms are recognized as fundamental rights. The limits of these freedoms are set so that one person’s freedom does not infringe upon the rights and freedoms of others. This principle is called „responsible freedom“ and emphasizes that any violation of this boundary renders the individual legally accountable.

    (2) Responsibility to Others: Every citizen is obliged to respect the legitimate concerns and opinions of others and to help to the best of their ability in difficult times. This requires empathy and the willingness to understand and consider different perspectives.


    Article 4: Preservation of Human Dignity and the Dignity of Nature

    1. Inviolability of Human Dignity:

    (1) Protecting human dignity from violations is a fundamental principle. Every person has the right to defend themselves against any infringement of their personal, physical, and psychological integrity, including violence, mistreatment, and abuse. Their human dignity must be preserved at all costs.

    (2) Victims and individuals who have been specifically abused and have strong evidence of their claims have the right to participate in decisions regarding the punishment of perpetrators—including the possibility of requesting the death penalty. This participation ensures that the victims’ voices are heard and that the punishment corresponds to the severity of the wrongdoing. If the victim is deceased, their family and relatives may act as representatives of their rights.

    (3) Additionally, such sensitive cases should be broadcast publicly and live to prevent any injustice. Such transparency ensures that procedural errors or manipulations cannot go unnoticed.

    (4) The state is obligated to take necessary measures to prevent abusive behavior, including public awareness campaigns and support for victims. Media and social institutions should handle cases of abuse sensitively and support the victims. Local communities must actively participate in planning and implementing protection programs and create a safe space for all.

    2. Inviolability of the Dignity of Nature:

    Economic projects must preserve biodiversity and natural resources. Protecting sensitive areas is essential. Local communities should actively participate in environmental policy decisions, and funding for conservation projects is necessary. In addition, sustainable tourism, awareness-raising education, laws to prevent pollution, and scientific research in environmental areas are of great importance.


    Article 5: Separation of Powers

    1. State authority is divided into five powers: the People’s Power, the Legislative, the Executive, the Judiciary, and the Supervisory Authority.
    2. These five powers are transparent and independent of each other.
    3. The legal codes of the four powers (Legislative, Executive, Judiciary, and Supervisory) are drafted by these powers themselves and submitted for review by the Constitutional Commission and public voting. Any amendment to the legal codes of the four powers requires renewed review by the Commission, public voting, and positive approval by citizens.

    Article 6: Implementation and Challenges

    1. Efficient Platform: Devanomic provides a user-friendly online platform that allows citizens to express and track their concerns. This platform is regularly updated to facilitate access to information for all. “Social concerns are categorized into various areas, each supported by a team of professionals.”
    2. Education and Support: Devanomic commits to providing training and resources to encourage active citizen participation, including workshops, informational events, and online courses.
    3. Feedback Mechanisms: Mechanisms for collecting citizen feedback are established to continuously improve processes. This can be done through surveys, forums, or digital platforms where citizens can share opinions and suggestions.
    4. Technological Innovations: Devanomic will continuously adapt to technological developments to ensure system efficiency and effectiveness. This includes using social media, mobile apps, and other digital tools to promote citizen participation and quickly disseminate information.

    Article 7: Future Visions

    1. Long-term Development: The Devanomic system aims for continuous development to meet the changing needs of society. This requires regular review of existing structures and processes and the willingness to experiment with new approaches.
    2. Global Applicability: The Devanomic system will be adapted as a model for citizen participation in various cultural and political contexts to promote a fairer society globally. We are open to exchanging ideas and best practices with other communities and countries to learn from each other and work together for a better future.

    Article 8: Social Justice

    1. Equal Opportunity: Devanomic is committed to promoting equal opportunities for all citizens, including measures to combat discrimination and to promote gender equality and minority rights.
    2. Setting a Wealth Cap: The government is obliged, in consultation with citizens, to set a clear cap on private wealth to prevent excessive accumulation that could influence public will and government decisions. Government bodies and state institutions are prohibited from taking loans or financial obligations from individuals or private institutions. Government funding may only come from public and state resources.
    3. Social Programs: Programs will be developed to support disadvantaged groups, including beyond national borders, to help them actively participate in social life.
    4. Citizen Dialogues: Regular citizen dialogues will be organized to capture the needs and wishes of different groups in society and include them in decision-making.

    Article 9: Environmental Protection and Climate Change

    1. Sustainable Development: The Devanomic system is committed to promoting environmentally friendly practices and integrating sustainable development into all societal sectors.
    2. Public Awareness: Programs will be developed to raise citizens’ awareness of environmental issues to strengthen the understanding of environmental protection.
    3. Cooperation with Environmental Organizations: Cooperation with individuals and environmental organizations will be sought to initiate joint projects for environmental protection and sustainable development.

    Article 10: Health and Well-being

    1. Access to Comprehensive Health Services: Access to health services is guaranteed for all citizens, including the provision of comprehensive information on available services and promotion of holistic disease prevention programs.
    2. Mental Health: Promoting mental health is as important as physical health. Providing an unconditional minimum existence for every citizen is necessary to meet basic needs.
    3. Promotion of Natural and Integrative Therapies: Programs to promote natural healing methods and integrative therapy approaches will be developed, including workshops and seminars where experts share experiences and teach effective approaches for body and mind. Awareness of healthy nutrition and its impact on overall human health is particularly important.
    4. Elimination of Harmful Foods: The government is obligated to identify and eliminate harmful foods whose safety is not guaranteed. This involves thorough monitoring of food production and sales to prevent harmful products from entering the market.
    5. Promotion of Health and Healthy Foods: To promote public health and community well-being, the government is required to implement initiatives to encourage consumption of healthy and organic foods, including reducing taxes on organic food, providing subsidies to healthy food producers, and creating financial incentives for buyers.

    Article 11: Culture and Society

    1. Cultural Diversity: Devanomic recognizes the importance of cultural diversity and is committed to promoting it, including supporting cultural events, artistic projects, and initiatives that encourage exchange between different cultures.
    2. Social Projects: Projects to strengthen community spirit will be launched to promote collaboration among citizens.
    3. Volunteering: Citizens are encouraged to volunteer in their communities. Programs to promote volunteerism will be developed to enable citizens to actively shape their communities.

    Article 12: International Cooperation

    1. Exchange Programs: Devanomic will introduce exchange programs with other countries and communities to promote intercultural dialogue.
    2. Global Challenges: Devanomic will actively participate in solving global challenges such as climate change, poverty, and inequality.
    3. Solidarity: Devanomic will demonstrate solidarity with other communities and countries facing similar challenges.

    Article 13: Guarantee and Implementation of Fundamental Rights

    1. Right to Equal Treatment: Every citizen has the inalienable right to respectful and equal treatment regardless of personal characteristics such as race, gender, or religion. The state is committed to actively combating discriminatory practices and promoting societal diversity.
    2. Transparency and Access to Information: Every citizen has the right to access public information and transparency in state affairs. An independent body will be established to monitor compliance and report regularly.
    3. Right to Education: All citizens have the right to high-quality, inclusive education. The state invests in educational institutions and programs to support disadvantaged groups and ensure equal opportunities.
    4. Fair Working Conditions: Every citizen has the right to fair working conditions, including adequate wages and secure employment. An independent labor inspection will be established to ensure compliance with labor standards.
    5. Privacy Protection: Every citizen has the right to privacy and protection from unauthorized intrusions, especially in the digital domain. The state commits to implementing measures to safeguard personal data.

    Article 14: Devanomic and the People’s Court

    1. Devanomic:

    Devanomic means the “decision-making people’s authority.” It systematically categorizes and processes social concerns to ensure targeted and effective administration. Concerns are divided into social areas ranging from education, freedom, and security to environmental and economic issues. Additionally, Devanomic is responsible for all overarching state matters if no other institution exists. It also ensures the preservation and enforcement of the Devanomic constitution.

    (1) Devanomic ensures transparency toward citizens, is accessible to all, and allows citizens to be actively involved in administration.

    (2) Devanomic is responsible for convening and organizing the People’s Court.

    2. The People’s Court:

    (1) The People’s Court acts as the highest authority for safeguarding the constitution and citizens’ rights. All citizens participate directly in the People’s Court and make binding decisions. It has the authority to make decisions that are binding for all state institutions and decision-makers.

    (2) The People’s Court is convened when citizens feel that, despite all existing possibilities, their rights have been violated or there has been significant abuse of power.

    (3) Applications for convening the People’s Court are submitted by citizens themselves via the Devanomic platform after all procedures with the responsible institutions are completed.

    (4) A referendum addressed to the People’s Court follows the pattern of regular applications but is characterized by its focus on the People’s Court, higher participation (at least 10% support), and immediate binding effect. The platform is central for all referenda, with offline options available to ensure inclusion. The system is fast, transparent, and inclusive—in accordance with the constitution.

    (5) Obligation to Provide Reasons for Judgments: Every decision of the People’s Court must include a clear and understandable explanation for citizens. This explanation should rely on common sense and require no legal expertise. Explanations are publicly accessible.


    Article 15: Equality Before the Law

    1. All citizens are equal before the law. No one may be disadvantaged or favored based on gender, race, language, place of residence or origin, religious or political beliefs.
    2. Every citizen has the right to equal opportunities in education, profession, and social participation.

    Article 16: Right to Privacy

    1. Every citizen has the right to protection of their personal data. Collection, processing, and use of personal data require individual consent.
    2. The state is obliged to preserve citizens’ privacy and prevent misuse of data.

    Article 17: Right to Education

    1. Education: Education is a public matter and must be accessible to all citizens regardless of social background or age. The state is committed to promoting an education system that ensures equal opportunities and individual support for every citizen at every age.
    2. Educational Initiatives: Devanomic will implement programs for civic education and citizen awareness to promote understanding of society, political systems, and rights and duties.
    3. Cooperation with Educational Institutions: Devanomic will collaborate with schools, universities, and other educational institutions to develop educational resources and encourage knowledge exchange.
    4. Promotion of Critical Thinking: Citizens are encouraged to think critically and actively engage with social issues through discussion forums, debates, and other formats that promote the exchange of ideas and perspectives.

    Article 18: Transparency and Right to Access Information

    1. All opaque institutions and organizations operating secretly and not subject to public oversight are illegal and must be dissolved.
    2. Every citizen has the right to comprehensive information on state activities and institutions.
    3. The state is obliged to ensure transparency in all areas of public administration.
    4. Citizens have the unrestricted right to information on the functioning and decisions of public institutions.
    5. All facilities directly or indirectly affecting the public, such as satellites, must be owned by citizens and under public control.

    Article 19: Program-Oriented Elections

    1. Program Orientation: All elections in the Devanomic system are based on a programmatic approach. Individuals or groups running for office must submit a detailed program.
    2. Content of Programs: Programs must clearly and understandably present the measures candidates will take to address citizens’ needs. These programs make candidates’ visions and planned actions transparent and enable citizens to make informed decisions.
    3. Program Review: Before elections, programs are reviewed by an independent commission for truthfulness and relevance, ensuring the programs contain serious objectives and comply with Devanomic constitutional principles.
    4. Citizen Participation: Citizens have the right to participate in public discussions about submitted programs.
    5. Responsibility of Elected Representatives: Elected officials are obliged to implement the measures set forth in their programs and report regularly on progress.

    Article 20: Maximum Representation – Basis of the Electorate

    1. To ensure decisions are made in the interest of the majority of voters, representation of at least 94% of voters is required. If a program receives 68% of votes, the remaining 32% are added from other groups and programs until the required threshold of 94% is reached.
    2. Legitimacy of Decisions: This ensures that decisions are supported not only by a majority but by a broad base of the electorate, promoting legitimacy and acceptance.
    3. Budget Allocation: Elected programs can be implemented in parallel, and the budget is distributed according to the vote share of the elected programs.

    Article 21: Final Provisions

    1. Validity: This constitution comes into force upon adoption by the citizens. It is a living document that can evolve according to the needs and wishes of the citizens.
    2. Amendments: Amendments are only possible through a referendum with citizen approval. Amendments must be argued without contradictions and aim to improve and further develop the system. Fundamental principles such as self-representation, separation of powers (the five powers), transparency in all matters, and fundamental rights are immutable.
